More than two-thirds of NATO members have pledged over USD 4 billion to purchase US weapons for Kyiv through the Prioritised Ukraine Requirements List (PURL) programme, Secretary-General Mark Rutte said on Wednesday.

"Allies and partners have now committed really over USD 4 billion,” Rutte told reporters in Brussels.

By the end of the year, commitments are expected to reach USD 5 billion to ensure a continued flow of US-made equipment to Kyiv, the Euronews outlet reported.

Under the PURL initiative, NATO coordinates purchases of equipment Ukraine needs from US stockpiles.

The programme was launched in July after President Donald Trump’s administration announced it would sharply scale back its own deliveries of lethal and nonlethal aid to Ukraine.

More than 20 allies, including NATO partners Australia and New Zealand, have now made contributions, according to Euronews.

Five allies announced new pledges this week, with Poland, Germany and Norway together committing USD 500 million.

Rutte said he expects PURL commitments to reach at least USD 1 billion a month by the end of 2026.

"For next year, we need for the full year again a lot of money," he said. "At least USD 1 billion, maybe even a little bit more than USD 1 billion a month. It might be around USD 15 billion, maybe a little bit more, for the whole year."

“Ukraine’s security is closely linked to our own. Our support must continue unabated to help Ukraine defend itself today and deter tomorrow,” Rutte told a meeting of NATO foreign ministers, urging accelerated pledges for 2026.
